Fernando holds a Ph.D. in Information and Communication Sciences from Université de Paris VIII, where he examined the dynamics between social media and political elites in Chile. He also earned a Master’s in Political Science from Université Paris I (Panthéon-La Sorbonne) and completed advanced studies at the University of California, Berkeley, focusing on comparative political systems and governance.
With over two decades of experience in diplomacy, academia, and international cooperation, Fernando has cultivated a nuanced understanding of how digital platforms, disinformation, and political movements interact with public opinion and policy-making. His diplomatic roles include serving as Press and Cultural Attaché at the Embassy of Chile in the United States and as Chief of International Affairs at Chile’s Transparency Council, where he developed partnerships with UNESCO, OECD, and Open Government Partnership.
As an academic, Fernando directed the Master’s Program on Politics and Government at Universidad Diego Portales, where he taught courses on political communication, international relations, and conflict resolution.
